Mr Loke Shiu Meng
Assistant Chief Executive Legal, Enforcement & Consumer Protection

Mr Loke Shiu Meng is the Assistant Chief Executive of the Competition and Consumer Commission of Singapore overseeing the Legal, Enforcement and Consumer Protection Divisions.  Prior to his current appointment, he served as a Senior State Counsel with the Civil Division of the Attorney-General’s Chambers.  Shiu Meng brings with him a wealth of experience from his previous appointments in other Organs of State and public sector agencies, such as the Supreme Court, the Ministry of Law and the Ministry of Education, as well as his time as a practicing lawyer in Rajah & Tann LLP.

Mr Vikneswaran Kumaran
Senior Manager, Development of Data-Driven Tech

Vikneswaran is a member of the Technology Law Cluster in the Singapore Legal Service and has been a legal service officer since 2012. He is also Senior Manager, Development of Data-Driven Tech at the Infocomm Media Development Authority. He started his career in the Attorney-General’s Chambers (“AGC”) as a deputy public prosecutor in the Criminal Justice Division and Financial and Technology Crime Division. He then joined the Legal Technology & Innovation Office, where he helped to drive the adoption and implementation of legal technology solutions within the AGC. He has a Bachelor of Laws from the Singapore Management University and was called to the Singapore Bar in 2016.

Ms Diyanah Baharudin
Counsel, Global Content Protection & IP Policy

Diyanah manages Netflix’s content protection and intellectual property policy interests globally with a focus on the APAC region. She works closely with trade associations and regional stakeholders in the region and gives her two cents’ worth to colleagues on copyright matters internally from time to time. Prior to Netflix, Diyanah spent a considerable amount of time working with the Singapore government in various capacities, starting out as a trade mark adjudicator before moving on to a legal advisory role and then finally as a negotiator for intellectual property issues. She was also previously a litigation lawyer at Dentons Rodyk (previously Rodyk & Davidson).

Dr Stanley Lai
Partner, Allen & Gledhill Chairman, IPOS Board of Directors

Dr Stanley Lai, SC leads the Intellectual Property practice and the Co-head of the Cybersecurity & Data Protection practice at Allen & Gledhill.

Stanley specialises in all forms of IP litigation and information technology disputes and is also a commercial/chancery litigator. He is also active in arbitration practice (both as arbitrator and counsel) and sits on the IP panel of the Singapore International Arbitration Centre.  Stanley also maintains a strong advisory practice for IP/data management and cybersecurity, serving a broad spectrum of clients in the area of Data Incident Management and remediation.  He also represents clients in investigations that are undertaken by the Personal Data Protection Commission.  In the biomedical and pharmaceutical sectors, Stanley has substantial experience in advising on healthcare and medical IP and regulatory issues concerning medicines, generics, patent linkage, bio-similars, medical devices, clinical trials, product recalls and product liability. He was appointed Senior Counsel in 2010. In 2021 Stanley was also appointed the Commissioner of the Government Procurement Adjudication Tribunal.

Stanley is currently the Chairman of the Intellectual Property Office of Singapore. Stanley is also a member of the Singapore International Arbitration Centre IP Panel and Singapore Copyright Tribunal. He has published extensively on IP and information technology law, including the book entitled “The Copyright Protection of Computer Software in the United Kingdom”, and an article entitled “Publisher reigned in on racing data copyright claim”.  He serves as a Senior Mediator of the Singapore Mediation Centre and is also a Specialist Mediator in the Singapore International Mediation Centre. He is also an Administrative Panellist at the Asian Domain Name Dispute Resolution Centre.  He also serves as a member of the Market Surveillance and Compliance Panel (National Electricity Market of Singapore).

Mr Paul Mcclelland
Head of Legal

Mr Paul McClelland specialises in intellectual property law and commercial dispute resolution. Before joining IPOS International Pte Ltd, Paul was sole corporate counsel for a well-known Singaporean brand, where he was responsible for a broad range of commercial matters, including worldwide trademark registrations and oppositions, management of external counsel, contract review, and training.

He has experience working in private practice for both Singapore and Scottish law firms. His practice focused on intellectual property and commercial arbitration.

He also taught commercial law, intellectual property and real estate law at a Scottish university.
