Despite it being a mere application, the filing of a patent may be regarded as one of the most technically challenging application for an intellectual property (IP) right.

It is also relatively costly when compared to other types of IP applications. This complexity is compounded by the fact that no worldwide patent exists and the estimated patent application success rate is only in the 50%-60% range.

Dr Lu Liru, Alina
Patent Examiner

Dr Lu Liru has years of experience in patent search and examination in the general field of InfoCommunications. She has rich experience in commercial searches, such as invalidity search and novelty search. She also serves as a mentor and trainer for new examiners. 

Before joining IPOS International, she held the position of Senior Algorithm Engineer at Huawei Technologies and served as a Research Scientist at the National Institute of Information and Communications Technology, Japan. She was actively involved in IEEE Standardization activities in 802.11, 802.15, and 802.16 working groups and task groups, and she is an inventor of four JP patents. Additionally, she served as an advisor to the IEEE Library Advisory Council from 2016-2017 and as the Chairperson of IEEE Women in Engineering Singapore from 2017 to 2018. Furthermore, she has contributed as a session chair for several renowned conferences in past years. 

She holds a B.E. (Hons.) degree in electrical and communications engineering from Harbin Institute of Technology, China; a Ph.D. degree in communications engineering from Nanyang Technological University, Singapore; and a Master of IP and Innovation Management (IP Management) from Singapore University of Social Sciences.

UTAP Funding

Members Eligibility for UTAP Application

Please note that members are required to fulfil the following conditions to be eligible for UTAP reimbursement:

1.              Paid-up NTUC membership before course commenced, throughout whole course duration and at the point of claim.

2.              Course by training provider must be supported under UTAP, and training must commence within the supported period.

3.              Course must not be fully funded through company sponsorship or other types of funding.

4.              You must achieve a minimum of 75% attendance for each application and sat for all prescribed examination(s), if any.

5.              UTAP application must be submitted within 6 months after course completion.

Terms and Conditions
  • Full payment of course fees must be made to IPOS International upon course registration (with credit terms as stated in the invoice, if applicable).

  • IPOS International reserves the right to deny admission to participants who have not made payment before course commencement, if applicable.

  • Any request for withdrawal or refund is subject to approval by IPOS International’s management.

  • Request for substitution has to be made in writing via email at least 3 working days before start of course date and is subject to acceptance by IPOS International.

  • IPOS International reserves the right to cancel or postpone any programme due to unforeseen circumstances. A full refund will be given to registrants if the course is cancelled by IPOS International.

  • IPOS International reserves the right to make any changes to the programme.
