Mr Tan Kong Hwee | Chief Executive – IPOS & Chairman – IPOS International
Tan Kong Hwee is the Chief Executive of the Intellectual Property Office of Singapore (IPOS). Prior to his current role, he was a member of the Economic Development Board’s (EDB) Executive Committee, and the Executive Vice President (EVP) overseeing the Global Enterprises and Marketing Group, where he was responsible for efforts to brand and market Singapore as an international business location, and to facilitate business activities of enterprises with investment interests in Singapore.
He also had responsibilities for the DesignSingapore Council and the Office for Space Technology and Industry. Kong Hwee began his career in the public service with the Ministry of Home Affairs in 2002. He joined the EDB’s Infocomms and Media Division in 2006 and was subsequently posted to Japan and Europe.

Discover the tangible impacts achieved one year after the launch of WIPO’s Standard Essential Patents (SEP) strategy. Gain insights into tools, databases, and collaborative platforms that are shaping global SEP policy and explore next steps for sustained global innovation and cooperation.

Mr Alfred Yip | Director – Patent Search, Examination & Analytics, IPOS International
Alfred Yip is a Director of IPOS International with over 15 years of experience in the field of patents, both in the public and private sectors.
In addition to overseeing IPOS International’s patent search and examination capabilities, Alfred also assumes an expanded role to further develop its patent analytics expertise. Working closely with the National Research Foundation of Singapore, Alfred aims to raise awareness about the strategic use of patent data among government agencies. Previously at IPOS, he served as the Vice-Chair of the United Nations’ committee on Patents and Chair of the ASEAN Patent Examination Cooperation Taskforce.

Ms Nina Belbl | Legal Officer – World Intellectual Property Organization (WIPO)
Dr. Nina Belbl works in the Patent and Technology Law Division at WIPO. Her main area of work lies in the implementation of the WIPO SEP strategy. Additionally, Nina advises WIPO Member States on legislative and policy matters related to patents, utility models, and trade secrets.
Prior to joining WIPO in December 2020, Nina worked several years as a patent litigator in one of the leading patent litigation firms in Germany. There she was involved in national and multinational litigation, particularly in the telecommunications and automotive sectors. Nina studied law in Germany and France with a specialisation in IP law and international law. She holds a Ph.D. in law from the University of Freiburg (Germany) on strategic transfer of SEPs.
